Organizational Context
The Danish Egyptian Dialogue Initiative (DEDI) is an intergovernmental Initiative established through an agreement between the Danish and Egyptian Foreign Ministries. DEDI’s core mandate is to promote cultural and social understanding between Denmark and Egypt through dialogue and partnerships.
DEDI was founded in 2004 and has developed a broad scope of governmental and civil society partnerships, building long-lasting networks and co-operation between Egyptian and Danish partners. DEDI is carrying out projects and activities in three program areas:
- Civic Partnerships
- Arts & Culture
- Media
DEDI is financed by the Danish Ministry of Foreign Affairs. The financial management is bound to adhere to DANIDA Guidelines, Danish Law and Egyptian Law.

The Head of Finance and Administration refers to the Coordinator and has the daily responsibility for the overall financial management including budgeting, accounting, and reporting for all funds made available to the Initiative.
Functions and Key Results Expected
The job as Head of Finance and Administration includes, but is not limited to, the below tasks and responsibilities:
- Supervise the daily work of the staff in the Admin team (Finance Manager, HR Manager, Administrative Officer, Office Assistant, and Security Officer)
- Supervise the project-staff on the financial management and adherence to the guidelines
- Maintain the accounting system in compliance with accounting policies, including proposals to additions to the Chart of Accounts and reporting templates
- Maintain the accounting system in compliance with the “Accounts and Procedures Manual”
- Maintain accounts, accounting records, and accounting registers and files
- Administration of e-banking.
- Prepare monthly, quarterly, and annual financial reports, submit statements of income and expenditure against budgets on a monthly basis to the Coordinator and monitor that expenditure is within approved budgets on a quarterly basis
- Prepare financial reports for the Advisory Group and donors
- Draft financial statements for the external audit and collaborate with the external auditors as required.
- Reconcile bank accounts, cash advances, petty cash, and follow up, where and if required
- Carry out random checks on cash and assets
- Participate in preparation of the Annual Work Plan and its budget
- Prepare staff payroll and their statutory payments
- Scrutinize and recommend cash advances returns from officers
- Reconcile DEDI accounts with the donors
- Prepare for and follow up on the external annual audit
- Ensure that audit reports from partners are received, checked, and reconciled against DEDI records, and corrective action taken, if applicable
- Ensure that a comprehensive partner pre-disbursement assessment is carried out before disbursements and that partners are compliant throughout the implementation period.
- Assist the Coordinator in human resource matters when this is not delegated to the officer responsible for HR matters.
- Ensure financial and administrative adherence to requirements outlined in the Manual and DANIDA guidelines.
- Provide advice to the Coordinator in all administrative matters.
Qualifications and Requirements
The Head of Finance and Administration must have strong professional expertise and experience based on education and previous work in the field including:
- Candidates must have a degree in Accounting, Finance or similar. A post graduate degree is an advantage.
- Established experience of financial administration and management of no less than 10 years.
- Experience in the use of computerized accounting systems.
- Experience with international organization and/or grants management no less than 3 years.
- Candidates must be fluent in English, have strong management and administration skills, interpersonal skills and be able to function in a multicultural setting.
Employment conditions
- You will be offered a full time employment until end of December 2021 with the possibility of extension.
- You will be employed with a work week of – on average – 37 hours, but you are employed without an upper working hours limit.
- Working hours : flexible, core hours 10 am-4 pm.
- You will be entitled to paid vacation according to the Egyptian Labour Law.

- As part of your salary you will be covered by social insurance and health insurance for you, spouse and children.
